Data transparency

Methodology

A data platform is only trustworthy when its method is public. This page sets out how we normalise scores, where the data comes from, and what we không làm.

A shared 0–100 scale

Every index onto one scale 0–100 using min–max normalisation: the country with the highest value scores 100, the lowest scores 0, and everything else falls linearly in between. Where a low value is the good outcome (tax burden, for example), the scale is inverted.

Example — the Passport Index: "strength" = the number of destinations reachable visa-free, with visa on arrival or with an eTA. The strongest passport (Singapore) scores 100; every other passport is scaled against the highest–lowest range.

Because they share one scale and one country list (keyed on ISO 3166-1 alpha-3), so every index genuinely comparable with each other and can be combined into composites without mixing units.

Three tiers of indices

1

Tier 1 · Core

Foundation indices — hard data from government sources (the Passport Index, for example).

2

Tier 2 · Premium

Depth for migration and wealth-preservation decisions (tax, safety, healthcare and more).

3

Tier 3 · Signature

Score composite weighted from verified Tier 1–2 indices — scored only when at least 80% of the weight is present, so no country gets a hollow number.

Data principles

Updated & versioned

Entry rules and country indicators change over time. With each update we stamp a data version so you know which vintage a figure belongs to. Long lists (e-Visa and VOA, for instance) are sample-checked before publication. Even so, always verify with the destination's own authority before making a travel or investment decision.

What we không làm

Status of 13 indices

IndicesTierVersionData sources
Opportunity Map™ Tier 1 — Core Government sources, country by country (gov_url and verified_on recorded on each programme).
Passport Index™ Tier 1 — Core PPI-PLI v0.1 (gov-sourced) An in-house bilateral visa matrix, taken from each destination government's own source.
Quality of Life Index™ Tier 1 — Core 2026-08-27 UNDP Human Development Report + UN SDG Global Database + World Bank WGI (CC-BY). The Health, Safety and Education pillars take their scores directly from the Healthcare, Global Safety and Education indices.
Cost of Living Index™ Tier 2 — Premium 2026-08-27 World Bank ICP household price level (PA.NUS.PRVT.PLI) + WDI PPP income + CPI inflation (CC-BY). Numbeo is NOT used: its licence bars republication and it is not available for commercial use.
Education Index™ Tier 2 — Premium 2026-08-27 World Bank WDI + Human Capital Index (CC-BY). Note: the heaviest pillar, harmonised learning outcomes (HD.HCI.HLOS, 28%), rests on 2020 data — the World Bank has not updated the Human Capital Index since 21 Sep 2020.
